When you download it, open the program, go to "Task", and select "add a task" if you know the direct link to the .swf file, "Detect from webpage" if the .swf file is located on a html page, or "Detect from cache". The only way to insert your own flash in a portal is editing the html file (Macromedia, or windows publisher if you don't know html), I am guessing that's too complicated for you, so it would be best if you just put the .swf file in a folder on the psp, then locate it with the psp browser and bookmark it.
