This is just content for people who have the Japanese version of Wipeout, so any of you who import can download it. The official downloadable content for Wipeout Pure is said to be released a little bit before the PSP is released in Europe. Hopefully that is the old Europe release date.
The downloadable content for the Japanese version is labeled the "Gamma Pack 1" which includes a track, a car and a skin, and takes up 3.7mb, so it will fit on the Sony included memory stick duo. You can download the content from the official japanese website.

So if I have the USA PSP, and I don't own Wipeout Pure, and I download the "Gamma Pack1" can I do anything with it?

No, you can't. The Gamma Pack 1 only works with the japanese version of Wipeout Pure.
