Get to the Portland Island JD mission, Calm Before the Storm. It's the one after Guns of Leone. Start the mission. Go to Salvatores place and play the cutscene by walking through the yellow marker.
Hop on the PCJ at Salvatores and follow Massimo's chopper. Follow the mission and then, when the helicopter lands the second time, drive the bike up the stairs through the yellow marker. You may have to rev up quite a lot to do this.
The mission won't trigger if you're on the bike. Drive right up to the helicopter and hop off the bike and into the chopper. There you go! A Maverick, just like the one in San Andreas, is yours! The controls are basically the same as San Andreas. Just don't fly too far away from the mission area, or the mission will end and you will be left on the ground beneath where you were flying. You can't fly away from Portland to another Island, the mission ends as soon as you fly over water.
